Program Description Characteristics of Target Learners: I will be targeting middle school students, 12-14 years old. Most of these students have completed a unit on government and are familiar with the three branches of government and their responsibilities in government. The reading ability ranges from sixth to tenth grade. All students are familiar with navigating through the internet and recognizing basic hyperlinks and web page layouts. Instructional objectives: 1. The students will be able to define: appeal, bicameral, compromise, majority, and veto. 2. The students will be able to describe the process of how a bill is passed into law. 3. The students will understand the process of committees in the development of new laws. 4.
