I will be teaching a 1st grade class in summer school in June. Are this materials appropriate for 1st grade students who are working at 1.5- 1.8?

No, probably not independently. Most Henry and Mudge books that I have are above a 2.0. The comprehension activities that I included can be completed if you read-aloud the book, however. If you look at Scholastic Book Wizard, you can search by level and find books that would fit your needs, and then search TPT for something that would work. I hope this helps! :)
