How a Bill Becomes a Law Simulation

Over the course of a few days, this simulation will allow your class to pass a bill into a law very much like the U.S. Congress makes laws. Students will need to address the concerns of voters, of each other, and YOU- the President!

The bill in this simulation deals with the idea of creating an Open Campus (wherein students may leave campus freely during lunch periods). Amongst the issue students will debate are:

1. The impact of the bill on the local economy.
2. Individual Safety
3. Individual Rights and Freedoms
4. Discipline Concerns

This product includes basic directions for the teacher and students, including a day-by-day breakdown of activities. Also, teachers will find informational handouts to give to each chamber of Congress regarding specific concerns of the local communities.

This product contains sheets to ensure order and progress throughout the simulation such as a page for Committee Reports and a Tally Sheet for the Roll Call Votes.

Finally, this product allows teachers to check for understanding with a couple of essay/short answer questions for students to answer at the conclusion of the simulation.


Although this product is listed for three days, it is very easy to stretch the simulation to four or even five days depending on the enthusiasm of the students and length of class (or committee) discussion.
