This is a creative exercise to get your kids thinking about the society presented in Orwell's 1984.
To teach this lesson most effectively, I show kids my own version of this, written about my experience as a music major in college: The Unofficial and Unwritten Laws of Majoring in Music Performance. I use a sarcastic tone and encourage kids to use that tone in their own writing. I highly recommend you write your own "laws" to share with kids -- it might be about being a parent, teaching English at your high school, etc.
This is an "answers will vary" type of activity, so no answer key is included. Encourage your kids to be creative and have fun with this one!
