This "free" resource has been designed to support Common Core State Standard 1.NBT.3: Compare two two-digit numbers based on meanings of the tens and ones digits, recording the results of comparisons with the symbols >, <, and =.
Included in this "free" download is a reproducible page with a cover and the 3 comparison symbols, a set of 20 ten-frame cards, a reproducible page of number cards matching each ten-frame card, and a reproducible recording sheet.
Print the desired number of sets (in grayscale) to allow partners or small groups of students to work together. I would recommend using a different color of paper for printing each set to keep them organized.
