Reading fluency provides a bridge between word recognition and reading comprehension. Fluent readers can focus their attention on comprehension instead of decoding or word recognition. All teachers should be teaching, modeling, and assessing students fluency. However, it is important to realize fluency is not only rate and accuracy.
I created this rubric based on important fluency elements (Accuracy, Pace, Expression/Intonation, Phrasing, and Smoothness). The rubric is written in "kid language" so it can be used not only as an assessment tool, but also as a teaching tool. This can also be used as a self-assessment tool for students. I have included a teacher recording sheet and a parent/student friendly version. Included in the documents are the DIBELS (Dynamic Indicator of Basic Early Literacy Skills) Recommended Goals (2012) to use in your assessment. However, I know all schools do not use DIBELS benchmarks so I have also included the rubrics without the DIBELS benchmarks.
