I use this simulation when teaching about taxes, tax revenue and budgeting. It's an engaging simulation and my students have really gotten into it the last couple of years. Here is what I do.
a. Students are organized into groups of 4 or 5. They learn that they will be presenting their plan to the local municipality board (me).
b. After reading over the simulation and understanding their task, they are allowed and encouraged to plan any type of presentation to present their plan to the board.
c. This presentation may include any use of technology at their disposal.
d. Students are usually ready to present after 15-20 minutes. All groups come into the room. Groups begin to present in random order. Usually I just ask who is ready.
e. Finally, after listening to all proposals the local board (me) selects the plan. I usually weigh my decision most on creativity and the presentation given. Oh! And of course it has to actually work within the framework of the sim.
f. There is usually time for a quick debrief of the activity. Have fun!
