Step 1: Label these geographic features
Step 2: Shade in the Empire of Japan
Step 3: Shade in the United States
Step 4: Shade in the areas controlled by the Empire of Japan by 1941
Step 5: Draw a “NO” sign on the Panama Canal, since the U.S.
Step 6: Draw a “NO” sign on an oil ship, since U.S. placed an oil embargo
