Montgomery Meigs was an engineer and U.S. Army officer known for significant engineering projects which included the construction of the Washington Aqueduct, which carried fresh water from the Potomac River to the city of WDC. He was deeply involved in the extensive renovations and expansion of the United States Capitol.
His most consequential & controversial accomplishment was the selection of the former home of Robert E. Lee to be the site of Arlington National Cemetery. Both Meigs and Lee were West Point graduates, and the 2 men had known each other before they came to choose opposing sides in the war. Meigs chose this site deliberately as he considered Lee a traitor to his country.
Following the Civil War, Lee and his family tried unsuccessfully to regain ownership of the estate, and the legal fight at times turned fairly nasty. Following Lee's death, a federal court ruled that the Lee family was entitled to the land, which by that time contained thousands of graves. So a solution was found: the federal government compensated the family by paying $150,000 for the land.
