This is a cooperative group activity that can be adapted for grades 5-12.
Students are in cooperative groups and given a "problem" that they must petition Congress to solve. Problems are realistic to the time period.
Congress then must try to "solve" the problem. A checklist of what Congress can and cannot do is included.
The objective is for students to understand how limited and weak the government was under the Articles and the need for a new Constitution.
