This is a simple project that can be given for homework on the Iron triangle of the bureaucracy. There is a one page assignment for setting up the iron triangle and four sample projects to show your students an example. I typically give my students 15 minutes in class to start researching it than they finish it for homework. The then share their iron triangles in class the next day in small groups. The groups then pick than pick the best project and then the best project is shared with the whole class. It was designed in Word and can adapted for your classroom. No rubric is provided to grade it.
