My school teaches skill based.
This is the order:
Week 1-2 identify and write numbers
Week 3-5 Telling Time to the Hour and then Half Hour
Week 6 Place Value
Week 7 Comparisons
Week 8 Measurement (2 assessment sheets)
These assessments are in order of how I teach. I teach skill based and these are used as exit slips except for the midterm and end of the quarter assessments.

I also have differentiated homework skills that match the same order of how I teach math.
Even if you don’t teach skill based but use a program- you could still select a skill a week to teach small groups and just teach your program whole group. This allows students to work on their own level.
I also have other products similar to this with assessments but this is the order that my school specifically uses. There are no quarter and midterm assessments in any of my other products.
Time is given 3 weeks because we are also reviewing numbers and sequencing in addition to telling time.
