Developing readers benefit from repeated readings, and one meaningful, enjoyable way to support repeated readings is with Reader's Theater. Stories are converted to scripts to be read, practiced, and hopefully performed by students.
Here is one Chinese Folk Tale, called Aniz the Shepherd. This amusing story will have wide appeal. It is written for 5-6 students. Reader 3 is the easiest part, well suited to a struggling reader.
Tip: For very struggling readers, place two students as the same role -one who is struggling and one who is more proficient. Instruct them to read that role chorally (together, simultaneously). This provides support and learning to the struggling reader. It creates a pleasant and dramatic tone as well.
