Students have the chance to role play key members of the local city council and decided if a particular group can hold a rally in their city. Students would have already learned the Time, Place restrictions regarding this right.
Students work in small groups of four to five and run through the simulation while the teacher walks around asking questions and listening to the conversations that are being had. I like to give the students about 30 minutes to run through the handouts and then 20 minutes of discussion time as a whole class. Each time I have done this in class the students have loved it. You can change the city and group of course to meet your needs.
