To understand why the civil service system was established and how it works today.

Students begin this lesson by reading several paragraphs that are arranged into the following sections:
• Spoils System
• Civil Service Act of 1883
• Civil Service System
As they are reading, have class members underline or highlight key words, names, terms, and ideas. When finished, the kids will then turn their papers face down underneath their desks and a contest sheet is passed out.
You can go over the directions for the contest, set a time limit, and have the students begin.
Without looking back at the paragraphs they just read, students must try to answer as many questions as they can on the contest form. Each correct answer is worth either 3, 4, 5, 6, or 7 points. A perfect score is 100.
