Mollie People help your little people compare numbers using place value !
For this activity (and lots of others!) I like to use a small version of place value blocks. For tens, simply cut a 1" foam square into 4 strips--each strip is a ten, and then use the regular foam unit blocks for ones.
Your little people will build two numbers of your choice using the mini base ten set. They can visually see which number has more tens or less tens. There are two different work maps to choose from. See the examples for the different maps and how to fill them out.
Use the independent practice sheet as a wonderful follow-up/assessment.
