I know it's hard to decide on appropriate consequences for special education, especially when you have a resource room and the students are only with you for brief amounts of time. I use the colors as a self-monitoring visual for my students with a monthly/weekly stick chart. The color the students are on determine if they earn a sticker for the day, and if they earn a sticker, they can choose a large sticker to put on their binder. This weekly sticker chart allows me to keep track of the student behavior. If students are on red two days in a row, I will call parents. Three days in a row, I move move down the consequence chart.
