This is a less scaffolded version of students identifying how many are in a number. Most textbooks have students simply draw a line and match the picture to the number. This activity allows students to count the circles and draw a circle around that group of objects. If I'm working on the number 4, students will write the number 4 at the top and count and make groups of 4 as many times as they can on the sheet. Suggestion: make color copies of this on cardstock, put in sheet protectors...make for a great center activity!
