Using a number or dot cube (die), children identify the number or numeral rolled, and place the corresponding number of bears on the grid. You can do this in several ways to suit the needs of your students – using different numbered cubes or dice; having each child play on their own, with an individual grid, die, and manipulatives; or play in large or small groups.
In my preschool class, at the beginning of the year when children do not yet know numbers and numerals, we play in small group, taking turns rolling a cube that I make using a block and stickers, labeling each side 0 to 5. As they roll, I ask the group the numeral (or tell them, depending on their ability) and I count out cards to the child, then have them count as they place them on the grid. Those with higher ability can pick out the correct number of cards themselves.
This is a fun way to work on number-numeral relations and one-to-one correspondence. As the children advance, so does the game, as we change up numbers, or use two dice, and work on basic addition.
