Students find the veteran, look at the number, and then fill in ten frames to match the number next to the same veteran on the recording sheet. The different colors are for differentiation. Each color is a different level of difficulty. They are listed easiest to hardest.

Then they look at how many ones there are and write it on the line next to the ones. Finally, they write the whole number on the last line. The different colored base ten blocks represent different levels of difficulty.
