Students color and label Confederate States, Union states, and border states on blank map of United States. Students then read excerpt of Emancipation Proclamation and answer questions. The map is used so the students visualize which states the Emancipation Proclamation applies to. Students must think about why Lincoln freed the slaves in the rebellious states and not the border states. Students then go on to read about actions taken by Lincoln during Civil War (suspended Habeas Corpus, etc) and answer questions about how he expanded powers of president during Civil War.
