This is a brief, one page reading the helps explain the strategy behind Lincoln's Emancipation Proclamation. After setting slaves free in the Confederate States, not everyone was happy. The reading also discusses the negative and positive reactions to the proclamation. After the reading, students answer 9 questions about what they just read.
This can be used as classwork, homework, or a supplement used for a substitute.
