Here's an easy way to start a discussion on rules. Use Officer Buckle and Gloria as your literature base. Discuss who has the right to enforce rules (home, school, police, librarian). Use the cards in a pocket chart or create a tree map to sort. There's a simple worksheet included to provide an assessment piece (if needed).

Use for the beginning of school or when you address these skills in Social Studies (addressing rules and responsibilities). This could also tie in with bullying and name calling as well.
