This document is to be used as a guide by EL directors, teachers, and other administrators. It explores the very different kinds of service that should be administered at each grade level and proficiency level. Additionally, it explores the increased need that we see in our EL students as they progress through school. This document makes us consider the social and emotional needs that undeniably affect our students' ability to acquire the language necessary to be successful in school. This framework should be used as a guide and a way to start conversation around equitable staffing models in districts that are just beginning to explore and develop their EL programs.
