These problems can be started at age 7 but completion may not occur until age 9 depending on the maturity of the student's brain and their ability to reason about basic fractions. The problems slowly increase in difficulty. There are multiple ways to solve these problems though all can be used with the bar model method.
No experience with Singapore math is necessary at all; you will learn with your students.
