Emphasis is placed on understanding the language of math, what each symbol means and why it is possible to end up with zero & negative exponents when using the division rule by building on prior knowledge.
When we use symbols and letters to represent ideas, those symbols and letters are described as a language. If students can "read" the language of math, then they can understand what the question or problem is expecting them to do. If they can "read" the language of math, then they can follow the "directions" and complete the task at hand. Most students would say that doing math isn't difficult, but understanding the language of math can be.
