In this lesson you will find three activities for students to complete in order to answer the question, “What is federalism?” This lesson is designed to include whole class instruction, partner or group work, and then scaffolded independent practice.

First, students will fill in a worksheet that helps them organize different jobs at their school between teachers, administrators, or jobs shared by both.

Next, students will learn about the concept of federalism with a reading that draws comparison between the way their school is organized, with power split between teachers and administrators, and the way America’s federalist government is split between national and state governments. They will answer comprehension questions to show what they have learned.

Following this is a card sort game that will teach them which powers are delegated to the national government, which powers are reserved by the state governments, and which powers are shared by both.

A final activity included in this packet is a set of differentiated foldable study sheets that students can use to memorize delegated, reserved, and concurrent powers. Foldables are for students who may fall into one of three categories:

RED group: emerging English language learners (students working on translating words or simple sentences)

WHITE group: students requiring modified assignments; expanding English language learners (students working on writing sentences or simple paragraphs)

BLUE group: students able to complete work at or above grade level; bridging English language learners (students working on writing multiple paragraphs or preparing for reclassification)
