A remarkable but little-known event at Fort Monroe in Virginia during the Civil War had a profound effect on lives of enslaved people in the area and the on city of Hampton. General Benjamin Butler used his knowledge of the law to provide refuge to slaves escaping to the Union-held Fort Monroe.
