Are you looking for an entertaining story to help students learn the meaning of citizenship? Well, Tom and Benny may very well be that story. Initially, neither boy is the best at obeying rules, but each learns and improves. Thankfully, wise adults are patient with the boys’ disobedience and help them when in danger. Near the story’s climax Benny has a chance to prove whether he will be a good citizen by obeying and being patient and helpful towards someone who isn’t. The story is excellent for modeling the Character Counts Character Trait of Citizenship.
