Do you only allow a certain number of hall passes each term or semester? Does the recording of this mean you have to stop and write it down somewhere? Why not make your students responsible for monitoring their hall passes instead of you? I print these passes on card stock or colored paper and had one out to each student at the start of the term. I tell them if they lose it, they don't get another until the next term. I explain the difference between an emergency (immediate illness that I might have to clean up) and just forgetting your pencil in your locker. The first instance does not require a hall pass (just go before I have to clean) and the second does. I give my 8th graders 3 hall passes for a 10 week term for the first semester and 2 for the second semester. No pass means they don't go. Of course, everything has discretion but that is up to me. At the end of the term, if they didn't use all their passes, I give them 1 or 2 points of extra credit.
