These passes are a great tool to encourage homework accountability and responsibility. Use the stars and either stamp, hole punch, initial, sticker, etc. to keep track of students who turn in homework on time.
At the beginning of the year, I would recommend using them more frequently (every or every other assignment) to get students used to it and looking forward to the prize. Then you can taper back and do it less frequently or even at the end of the day for all subjects. The great thing is that as you taper off, students do not know when you are going to use the card to keep track so they are more motivated to always have it.
The catch though is that you need to keep a card for yourself and keep track. Then when all your stars are marked, you call to collect from the students. Those who have all their stars marked get a prize.
Prizes can be anything from 5min of extra tech time, to lunch with the teacher, to something from the prize bin, or you can use them as a homework pass.
