UPDATED: I have added a grocery cart craft that can be put up with "How To Go Grocery Shopping" on a bulletin board.
I have found that students are able to write "How To's" easier after the topic and their schema has been discussed. I have found it helpful to introduce vocabulary needed for that particular "How To" writing. It is so hard to teach ENL students a "How To" without visuals to build their vocabulary.

I build a "How To" story using the picture cards in a pocket chart. These cards can also be taped on an anchor chart. Have students write a "How To" together as a class.
Then, we act out the story "How to Go Grocery Shopping" whole group, small group, or individually.
