Children need multiple strategies for learning to read. Teach these strategies through a fun song to help them remember what good readers do when they come to a word they do not know. You know it is working when you hear your students sing the song when figuring out an unknown word. The power of music and making connections is strong.
Also look for the books that Kathy Griffin created to go with "I'm Working on My Strategies to Read" on her TPT store. Use the books for guided reading, in the listening center, for independent reading, or as homework reinforcement.
