Assessing the reading instructional level and planning a reasonable goal is now easier and rooted in research. Using the rate of improvement (ROI) approach, teachers can easily calculate appropriate goals for their individual students based on research norms. A recent (2017) Supreme Court ruling, Endrew v. Douglas County, highlighted the requirement of ensuring that students with IEPs are given more than a minimal (de minimis) educational program. Schools must defend (prove) that they have done so.
