This 2-page worksheet reviews the traits associated with Limited and Unlimited Rule. The first sheet is a simple 50-50 analysis where students must determine whether the listed attribute describes a limited or unlimited government.

The second page expands on these ideas and has students read a situation and brainstorm how an unlimited government might respond. Students are given two scenarios. Finally, they must contrast the response to a limited government.
This worksheet combines basic skills with higher level creativity and critical analysis. Students in my class love this, and I usually follow it up with partners coming up with situations (real or imagined) and responses. Since the worksheet covers a variety of topics, it is easy for students to develop their own similar ideas.
