This is a short reading with questions/activities about the Federalist / Anti-Federalist debate, federalism, and the Bill of Rights.

It was created for my ELL students WIDAs 2-6, but is useful for students who have lexiles below grade level. My grade level is 11th grade. I have several other Making the Constitution products, including a free pdf filled with activities and graphics for an interactive notebook. This works well for students who generally perform poorly on standardized tests like Virginia's well-named SOL. Thank you!
