I had a student who really struggled with mentally counting money, so I suggested she write down the amount of each coin and then add it up. Then, she struggled with lining up the decimal points, understanding why a penny is 0.01 and a dime is 0.10, understanding that 1 nickel is 0.05, but two nickels is 0.10, etc.
My principal and I worked together to create this awesome guideline for her and she has become a champ at counting money! I created the cheat sheet on the back for when she needs a quick reminder of which coin is written 0.01 and which coin is written 0.10.
Once she completely masters this, it will hopefully be so ingrained in her mind that she'll be able to do it without the mat!
