Students will need to read about the Panama Canal and its debate on ownership.
From this text (text not included) The students will answer some questions to check for understanding.
They will then form arguments for or against returning the ownership of the canal to the people of Panama.
Students will then debate.
While they are debating, other students in the room will answer a few questions about the debate, such as if opinions were stated during the debate. This makes for a good discussion.
