Help students discover that a percent is merely a proportional relationship where the denominator is scaled to be 100 (6RPA3c 7RPA3). Whereas students typically understand a percent in terms of a fraction's decimal value, this lesson focuses on scaling ratios up or down. Thus, the answer key intentionally solves the proportions using a scale factor rather than cross multiplication. Works well as an extension 6th grade lesson or introductory 7th.
