Students will cut out the attached base-10 blocks. They can choose how many they would like to use. They then create some sort of art using the blocks. Then, I have students use the art they created to express the amount in standard, expanded and word form at the bottom of the page.
I usually print the activity page on 11x17 paper to assure students have plenty of room to paste down their creations! I tell them that their blocks may not over-lap (so they are easy to count later) and also they may not use more than the blocks given on their page (unless you have already taught regrouping and would like to make the activity more challenging). These are a great way to display place value mastery and the kiddos LOVE IT!
