I utlize this activity as a math center. The students draw a card and then have the to create the number using Place Value blocks (Base Tens). I tried to be creative, and throw in higher level thinking...to get my little darlings to think beyond basic place value. It was a nice challenge. You can use the cards however you like. You can specifically just use the basic place value, or have multiple "baggies" to differentiate for your students, etc.
