Overview
GRID DOWN is an immersive, browser-based cybersecurity simulation where students step into the role of a Risk Manager for a power utility company. Over five escalating scenarios, they must apply the risk management formula — Risk = Threat × Vulnerability × Impact — and choose from the four core risk treatment strategies: Accept, Avoid, Mitigate, and Transfer.
This is the Devil's Choice Edition, redesigned so that no single strategy is always correct. Students who pick "Mitigate" on every question will not get the highest score. Each chapter is engineered around a genuine ethical and strategic dilemma where the "obvious" answer has a real cost.

The Five Chapters
Chapter 1 — The Phishing Campaign A coordinated attack hits your operators during a winter storm at maximum grid load. Acting fast means locking out 200 operators mid-shift. Waiting means leaving an attacker inside your systems. Both choices have consequences.
Chapter 2 — The Unpatched SCADA System A critical CVE is actively being exploited in the wild. The patch requires 8 hours of downtime — in January, when St. Vincent's Hospital and an assisted-living complex are on your grid. Patching now may harm the patients you're trying to protect. Waiting may be worse.
Chapter 3 — The Insider Threat A senior engineer with full admin access is on a PIP and "extremely upset." They've done nothing wrong yet. But they're also the only person who knows the legacy relay configuration for Substation 3. Acting on suspicion alone could violate their rights, destroy morale, and cost you irreplaceable institutional knowledge.
Chapter 4 — The Ransomware Demand $4 million or patient records stay encrypted. The FBI says never pay. The hospital board says doctors are making life-or-death decisions without complete patient histories right now. Earlier decisions in the game directly affect the options available here — and the moral calculus.
Final Chapter — The Board Room Your entire record goes under the microscope. The "textbook correct" answer is a trap: if your stated philosophy doesn't match the decisions you actually made in Chapters 1–4, the Board will call you on it.
