There are a couple of ways you can use this resource. I would model it whole group first, with everyone working on the same three-digit number.
Next, students can play the game in pairs. Put the game board in plastic sleeves so students can write on it with dry-erase markers. Student A writes a three-digit number at the top. Student B rolls the die and completes the corresponding task. Students switch roles and repeat.
Differentiation: You can tell students to roll and complete more than one time. You can also give both students a game board and have them race to see who can complete all tasks with the same three-digit number. Students who have a firm understanding of Base 10 can draw the blocks for task number 6, rather than building with physical blocks.
