This is a 3 part simulation in which students work in various committees in the role of a US Senator. The first step is a Bill Writing Committee in which students work with 2 other Senators in a committee of 3 to research a topic and write a piece of proposed legislation. There are step by step instruction, sample bills, and rubrics for students to use. The second step is a Standing Committee in which students work in a committee to mark up another committee's bill and discuss the merits of the legislation. Again, there are step by step instructions for the students and an easy to use rubric. The third step is debate on the floor of the Senate. There are three pages with instructions for correct Parliamentary Procedure, as well as instructions on motions and voting. Again, there are easy to use rubrics. Lastly, there is a position paper assignment at the end where students reflect on a bill that was debated. This ia high level project, but very doable for students of all abilities. It can easily be adapted to meet your expectations. This is true performance-based instruction!
