Should one vote in accord with the wishes of his/her constitutents or should one follow his/her conscience? What does it mean to be a representative, with an emphasis on the internal word, "represent."? Students should have a fundamental knowledge of the functions of Congress and specifically the process of how a bill becomes a law.
