Instead of giving a lecture about solving systems of equations by substitution, I give them a "mini-lesson" to show the very basic idea, and then I set them to work in cooperative groups on this assignment.
As they begin to work together, I level with them that it is uncommon for everybody to work at the same pace, but I want the "slowest-paced" student to check in with everybody once they've completed a problem. (In reality, it is often the methodical students who take more time, but produce more accurate results.)
I circulate to check that they're understanding how to do the problems; I often have to assist with their algebra skills. I allow them to call me over for help, with the caveat that if Marcy has a question, I will turn to Timmy and ask, "Timmy, what is Marcy's question?", which encourages them to discuss the problems with one another before they get my direct help.
Toward the end of the block, I ask them if their group helped them find any errors in their work, and virtually every student reports back that their group helped them find errors.
