Special Education Eligibility Assessment for English Language Learners / ELL ESL
There is no clear cut method of determining whether an ELL student is struggling due to ELL needs or if it is a learning disability. For instance, if a student receives a particular score on a test, this does not determine a learning disability. With that said, there are specific measurements a tester can perform to determine special education eligibility.
