This lesson begins with students reading through a series of 13 sentences about how state and local government programs and services are funded. Each statement contains a group of underlined words that need to be rearranged in correct order. After determining the correct order of the underlined words, class members rewrite them in the spaces provided.
In the second half of the activity, students answer several Thought Questions dealing with the allocation of state funds to various programs. As part of this section, class members pretend they are a state governor preparing a budget for the legislature and must rank state programs in order of need. This helps develop critical thinking skills.
