Group-oriented simulation of the process a state bill goes through to become a law (in the state of Virginia). Based on a scenario, students must work together to decide what bill to support. Ideally, no more than three or four students per group. At the end of the activity, the class will decide if the bill becomes a law. You may also want the class to explain what would happen in other outcomes (e.g. veto of a governor). Feel free to change the scenario, etc., when planning for your lesson. Can be a single activity or an entire lesson of up to 90 minutes.
