ANSWER KEY INCLUDED. A difficult concept for students to grasp, I created 13 scenarios, some which read like news headlines, others which are more like the name of a political leader or program (ex. "President Nixon's New Federalism") where students have to use their judgment to decide if it seems to align more with a States' Rights or Nationalist Position. I use it while learning about federalism or a review at the end of the semester. I even added recent items like federal directives on medical marijuana prosecution. My kids find it interesting and really helps them differentiate between the two.
